Why are they wrong So quarts and liters come from different measurement systems. While quarts are imperial units, liters are metric units.

A quart is 32 ounces of water. The word quart comes from the Latin word quartus, meaning fourth, and the Old French word quarte also meaning ¼ part. In water measure, this means ¼ gallon. The word Gallon also comes from Rome and is derived from the word Galleta or Galletum, meaning a wine jug. Apparently the Romans liked their wine in large containers.
In Rome, everything was measured in 1/2 second, 1/4 second. 1/8 s and so on. This is interesting today because the humble metric system makes so much sense, but in the Roman era it was easy to measure 1/4 of a gallon, or quart. A quart is obtained by dividing a gallon in a jug in half and then in half. Conversely, dividing 1/10 of a jug of wine is difficult to figure out, a trick that appears in all non-metric measures today. Therefore, our imperial measurement system is not correct. It’s just old school.
A liter is 33.8 ounces of water. The republican government introduced the liter in France in 1795, after it was removed from royalty, monarchy and all features associated with this government, thus starting the metric system. In 1901, an international agreement was reached to define the liter as the volume that holds 1 kilogram of pure water.
So while most of the world has switched to the metric system, America still uses our pints, quarts, and gallons.
