You will find the measurements on the side of the cup with the lines, not the entire length of the measuring cup.

Depending on the dry ingredient will depend on how you measure it. Many times with items like brown sugar, you pack the sugar directly into the measuring cup. Plain sugar, rice, oatmeal, pour to fill the measuring cup or take from the container.
For flour, you will take the smaller spoon and scoop the flour into the appropriate measuring cup. Remember to never put it tightly in the cup.
If you do that, you will end up with too much flour and it can cause the mixture to dry out and the recipe may not turn out well.
To measure liquid ingredients, take the measuring cup and place it on a flat surface. Slowly pour in the liquid, bending over at eye level to see where the liquid measures. Eye level is important to ensure you are measuring at the correct level.
