RA 4136 states that no provincial, city or local government shall enact or enforce ordinances or resolutions altering the speed limits of the law.

Speed limits in the Philippines are low because the mandate of RA 4136 is unknown.
To address these concerns, on January 17, 2018, the DOTr, DPWH, and DILG issued a joint memorandum to local units, which deal with the implementation of RA 4136, urging local units to adopt lower speed limits to reduce road fatalities and fatalities throughout to the ground – to reduce injuries.
