A US gallon in a liter is smaller than a royal gallon. A US gallon is 3.78 liters and a royal gallon is 4.5 liters, so if the two units of a gallon are divided into four quarts, the quart will have a different unit of volume.
In 1965, Great Britain changed its standards and units to decimals, but before that they used the imperial conversion standard. US standard advertising units are based on the British imperial system.
